Can the practice charge patients who are not at risk for a flu vaccination?

No. The practice cannot charge any patient registered with the practice. You can refer the patient to another practice who can provide a private service. You can use your judgement and decide if it is in the patients interests to be vaccinated, and if it is you can provide the service in the normal way and will be reimbursed for the cost of the vaccine, the dispensing fee.
